Anyway, I found the issue. I use RadeonPro, but the tessellation control in that apparently doesn't do the same as the one in CCC.

CCC 8x:

CCC 16x:

RadeonPro 16x:

RadeonPro 64x:

Standard:

As you can see, CCC 8x produces similar results to RadeonPro 16x in terms of performance, but looks much more like the game's original setting. Notice how the RadeonPro fur looks less full and slightly transparent. I don't think I could tell the difference between 16x tessellation in CCC and the original settings if I didn't know it had been changed, but the performance difference is significant. OTOH RadeonPro 64x looks very different while having the same performance.

Good to see you found it. Cause I was going crazy trying to find the difference. Um yeah i was usng PNG. looks like I need another internet account just to use fraps.

Btw what the hell is RadeonPro and why are you using it over CC

But Geralts hair and people's hair look awful on Nvidia and CC. The monsters, thats where it shines a bit.

It's a powerful tool for AMD cards. It has twice as many options as CCC. It has FXAA and SMAA built-in. It has SweetFX integration. It has an OSD. It has screenshot, video recording, benchmark tool. It's very popular around here, but sadly the developer stopped updating it to work on Raptr which you may know as the AMD Gaming Evolved app that is included with the drivers. Raptr is also a very cool tool for video recording and streaming.

Woah yeah I think I'm actually gonna download it and use it when I am not playing Witcher 3 then thanks. Fed up with AFB OSD issues with some of my games

That overall blurriness though. Is it with in-game AA on or Off?

Motion blur on, blur on, DoF on, AA on, sharpness filter off. Perhaps this is more you:

Yeah to fix that, Turn off everything in postprocessing except for DOF and Bloom. The AA is worthless on 1440p or higher so turn that off too. That should fix it. Game looked completely different in terms of sharpness

Really can't believe how much CDPR screwed up on this game's visuals

Yeah guess i can deal with having DOF on but that AA just doesn't look good at all, better stick with smaa or something.

Wait does DOF make things look bad for you?

It honestly looks way better with all that stuff on. That kind of sharpness just looks bad.

For me I couldn't stand how dull/blurry it looked. I turned it off and boom everything was distinguishable. Yes it did bring out the oilly terrain and painted grass look out more but I'll take it over the fog I had on my screen
