I'm definitely debating a switch since you can pick the 290x's up for so cheap (relative term obviously) I was looking to upgrade soon to maybe sli 970's or 980's (saving my scraps for the winter) but I could honestly drop a few hundred on a switch if everything going around ends up being true

Go to Witcher 3 / bin / config / base and find the rendering.ini file. You can find hairworksAAlevel towards the bottom, you can change this to 2,4,6, or 8x.

I have my custom profile exactly like the one on reddit, edited the AA level in the ini file and hairworks still runs like complete crap. I'm not sure what I'm doing wrong but I'm inside at Vizima and turning hairworks on drops me from 80fps to 35.

Cities will drop your frames and 35-40 in cities are what I get too. still better than 24-27 I always I get with default Nvidia

I am getting no difference running regular hairworks versus using the CC profile, which from what everyone is saying there should be at least a slight difference. I am using the exe from the bin/x64 folder and running the GoG version of the game. Only thing I can think of that might be affecting things is I have GoG Galaxy installed on my C drive and the actual game is installed on another SSD, but I don't see why that would matter so I'm out of ideas.

Check under general settings in CC. Are you using default CC settings? Delete your Witcher 3 profile again and recreate it and make sure it is only applicable to Witcher 3 and not general settings as well.

Even when I was running on the Ultra spec, I still noticed the difference between AMDHairworks and Nvidia's. It has to work I don't see how it couldnt. I am using GOG version and my game is installed on my D drive which is mechanical. My C drive is a small 128Gb ssd
