Lisa Su said nothing about Zen (specifically) being taped out and neither does the LinkedIn profile.
She said that AMD has taped out multiple products on FinFet. Some of these products are most likely GPUs, ARM ASICs and semicustom products.
They most likely used TSMC 16nm FF+ and Samsung 14nm LPE.

The 14nm LPP came available so recently (a month ago) that Zen being already taped out using it is quite unlikely.

I have a feeling that AMD is going to make some noise when Zen has actually been taped out succesfully.
It is their last gasp for air after all.

So ZEN is not taped out.. which product are?

Well WCCFT recent article says Zen has been taped out (for a while). Also says Zen will come for Desktops first and then servers. How credible they are who knows.

If the 40% over Excavator is for real, that's great, but will they be able to clock it high enough to be competitive? 40 percent over Kaveri puts you around Ivy Bridge performance levels, and I don't think Excavator is much faster than Kaveri. They'd still be behind Intel.

excavator has better FPu performance.
3.2GHz excavator beats steamroller at 3.6GHz by 6 %.

Even if it end ups in IvyBridge territory, it's not the end of the world. It will come down to whether it's cost-effective, which is always where AMD aims at and whether AMD will manage to make big deals with OEMs. Here in the forum, you see everyday people saying "Uh, Intel is really the only option", "so much better in all games" and bla bla bla, but out there in the real life, people buy computers for general purposes or for office purposes much more than they buy to play (or maybe in USA everyone is a gamer, but in the rest of the world, it's not the case). So let's say that Zen competes with Ivybridge. If AMD manages to give good price, where's the problem? That the elitists that that run Cinebench all day will scorn it? Expecting realistically AMD to catch up in one step Intel is completely unrealistic. The issue here is to be able to keep going. You don't need to produce Ferrari to survive, you can be FIAT and still survive. Do you know how many people out there are perfectly fine with Phenoms/Athlons still? Give them a cheap option and they will buy. There is a completely different world outside overclock.net, where people don't even know what "ivybridge" is. They want a PC that they consider "fast" to do their tasks. If AMD can manage to give a good price-performance ratio and make some pubblicity to have her name heard and inspire confidence to average Joes, Zen will have no problem.

Personally, being a non gamer and requiring computing power mainly for video encoding, i don't see the terrible performance of FX. As a matter of fact, i will probably buy one more FX. In my book, if you add to that 40% more IPC and you give it a good price, it can't be any worse than the current period that crippled AMD after the Bulldozer debacle. And i will probably buy when Zen+ comes. But, bottom line is, gamers may complain and they will always complain, because they are fps-holics. But AMD's main target can't be gamers. And gaming isn't where AMD's fate will be decided. Servers, OEMs and average Joes will decide its fate. Gamers will always want what's faster, which will continue to be Intel. So, why sweat over what gamers want... Besides, those who prefer price-performance will game even on Zen. In my local fora there are many gamers that still game on anything from Athlon II to FX and they are still alive. Those that can't stand FX because "Intel is faster", will still want to go Intel even with Zen... Those who are happy with FX, will be happy with Zen too.

I compiled every benchmark I could comparing Excavator to Steamroller on the most even basis I could, and the average improvement was right around 9.85%.

Compared to the original Bulldozer, Excavator is about 28% faster per clock, which puts Zen at 79% faster than Bulldozer on average.

Excavator is slightly (very slightly) faster than the Core 2 series (Penryn) on the benchmarks where you can directly compare. Haswell is 37~39% faster than Penryn. It would seem that AMD was aiming to match Haswell, and is claiming to be on course to do so.

My numbers fall directly in line with Intel's claims:
