you could get a bundle aswell from microcenter for the cpu and mobo, if you plan doing crossfire,get a 850w psu and a case with side fans

Fans can be added later if cooling is an issue, buying all these extras and setting up some extravagant arrangement seems a waste of the budget to me.
Setting up my top fans like this lowered core temperatures by around 2-3C. The rear fan isn't going to pull air directly from the front fan, but rather air from behind the heatsink.

If he's running a non-OC'd chip then he isn't going to need to do much modification to the case fan arrangement.

Some questions:

1. Not sure what the difference between these PSU units really is. I have seen corsair fall of the radar, but have heard Seasonic, antec, xfx, etc.are good at this point. He does not plan on going crossfire/sli anytime soon. I think ~600w should be more than enough.

2. I understand that RAM has speed an timings, but fail to see how Ballistix @ 1866, with 9-9-9-27 timings is faster than the RAM I have posted. Any clarification would be great!

3. Is the 970 a large upgrade for ~$20 over the 290x? I know this is probably a battle between nvidia vs amd fans, but any links to reviews would be great (I know google, right).

4. Not to worried about fan ventilation right now. Should be adequate with stock fans, although I may throw in a few that I have laying about.

It would be fairly close, but the kit I suggested has tighter timings and should result in slightly better overall performance. We're talking percentage points, though. Minuscule at best. Another thing worth noting is the kit you've chosen probably needs 1.65V to run at its rated speed and timings. I don't know if IMC's have gotten more sensitive to RAM voltage or not.

As with every Nvidia and AMD card in the same class, each card is better at some things and worse at others. The GTX 970 uses considerably less power and comes with The Witcher 3 and Batman: Arkham Knight.

I don't know what voltages the Haswell IMC can handle. I assume 1.65V is safe, but I always recommend 1.5V RAM. With 1.65V, the Corsair kit I recommended could possibly tighten up timings at 1866MHz or run slightly tighter timings at 2400MHz. Regardless, there's little to be gained from memory speeds that fast. Both kits would perform similarly.

The PSU you picked is baed on the Seasonic M12II which is very well known for being very loud when it hit higher fan speeds.
