External fan controllers for 4x180mm fans

I'm planning on using an external 1080 rad with 4x180mm fans, and would like an external fan controller that is either usb or wall powered. Any suggestions?

something like this (can power pump also)

http://www.aquatuning.de/cases-hardware-psu/psus/psus-extern/17686/phobyaexternal-psu-with-switch-230v-to-4pin-molex-90-watt-incl.-euro/uk-plug?c=678

Or just an ordinairy universal/ laptop power supply.. cut off the plug and replace with molex or make a jack/plug to molex conversion

There is really not much reason to fiddle with settings... if too loud at 12 volts, switch to 9 or even 7 volts; or use a parallel/serial switch.
