Hard drive issues installing Windows 8.1

Recently built my new PC.
Had no problem up until I tried installing windows 8.1

I would get the error message "Windows cannot be installed to this disk" (Being my hard drive) At this point I was using a USB boot.
After fiddling with BIOS and even updating it to 1802, to suit my CPU, I got the error message to no longer appear.
But when I tried installing windows at this point, after hitting "Next", my loading wheel would simply stop and nothing would happen, even for extended periods of time.

I got an 8.1 cd, and every time I put in the cd, I get the "windows cannot be installed to this disk" error again.

I tried just about everything at this point. I made sure to try my HDD on different sata ports, and even with different cables, I used cmd to "select disk" and "clean" and even "delete volume".
Now it wont recognize my HDD when I try installing via USB, saying I'm missing drivers and still continues to show the "cant be installed to this disk" error when I use the cd.

I just want to get windows 8 on my new PC, what do I do?

Specs:
ASUS Z87-A mobo (was running bios 2005, now 1802)
Intel i5 4460 LGA 1150 processor
WD caviar blue 1TB hard drive
CX600M psu
External Lite on EZ-DUB optical drive

What disk are you installing to?
Is the USB stick set as the boot device in the BIOS?
If so, you're trying to install to it.

I'm trying to install to my hard drive (in this case, X: )
I boot from the USB because that's where the windows installation files are at.

In the windows installation window, the only drive that shows up is my hard drive, I just can't proceed past that stage in the installation without hitting a wall

What you boot from and what is set as the boot device are not necessarily the same drive.

In the BIOS what is set as the boot device?
Does the drive you're trying to install to show up there?
Is the drive you're trying to install to plugged into SATA port 1?

Most BIOSs have two places that you have to set to set the boot device
1.) type of device to boot from
then...
2.) Which one of that type of device to boot from.
