Monitor or video card artifacts or by design???

So i originally noticed this in Elder scrolls online and now in the witcher 3. Seems when objects fade or shadows are involved i get this weird dot matrixy fade. I dont know if its by design and if not then I dont know who is the culprit. Asus rog swift monitor and two GTX 980 from Nvidia (best buy). No overclocks, just SLI and no SLI produce the same results. Anyone else see these issues?

I think it would be better if you recorded from the PC itself instead of your phone because it's hard to see exactly what you're talking about. I think FRAPS can do this for short recordings.

yeah i was just doing it quickly, and since its so prominent i didnt think i needed to go get FRAPS plus if its the monitor then FRAPS wouldnt record it right?

That's tricky. Maybe somebody else has some insight into this. I think you should record it in FRAPS, put it on Youtube, and watch it from another PC.
