When you say people are getting 70 fps to your 40 fps are you comparing the E.X.A.C.T. same settings from resolution to ingame settings to desktop settings???

at 16x9 I get 150fps with a cap on most maps in Rising Storm. Soon as I raise the resolution to 1920x1080 my fps get hit hard even with everything set to low. The main things that hit the GPU hard in Rising Storm is Lighting, and Shadow Quality. Set those to medium

For CPU I guess? what about GPU usage, while the dips occur? that is important.

Use GPU-Z or Afterburner and log what happens while these dips occur. Things like GPU usage, vram, FPS and CPU usage would be good to see.

Yo, sorry for not getting back at you guys. I just tried playing BF4 and i get like 50% GPU usage, which seems a bit low. In CS:GO i also get like 150-200 fps on 4:3 1280x1024 which seems ridiculously low for a gtx 980.. I have fps_max at 999, so that is not the problem. Any advice?

And yes, my PCIe is at 3.0 x 16, so that is not the problem..

Can you try benching your system? Fire Strike for example. It will help you better compare your performance to similar systems.
