Anything over 4.8GHz requires custom loop even with the best possible chip.
Trying to reach "5GHz" on FX is pointless.
Anything beyond 4.7GHz (which is the real limit of the design) is like trying to force a square object through a round hole. The minor performance improvement is not even remotely worth of the increased power draw and other requirements (motherboard, cooling).
Also do yourself a favor and don´t try to use a FX-9K series chip in 990FXA-UD3.

This is not on a custom loop. This is on a Corsair H100 with AP-29. Corsair H100 is not a custom loop, but I did use stronger fan than stock. I would have tried higher but my Sabertooth died on me.

I have no idea what AP-29 is, but those temperatures are not possible unless your ambient temperature is around 10°C.
At 1.55V and 4.9GHz the chip is dissipating around <230W of heat.
There is no way any AIO can handle that kind of a load with 33°C delta (normal ambient of 25°C).
You can try to prove me wrong if you like.
Prime95 V28.5 LargeFFT on the same settings your screenshot had + HWInfo showing the clocks remain at 4.9GHz at all times.
10 minutes of running is more than enough.
Just start from the last page and go back. While there are custom loops there are quite a few AIO's as well. Even one on air but never figured out if he had it stable or just validation.
If I were You I'd go with an 8370 (or even 8370e). The extra power needed for 9590's and 9370's are not just worth it. Imho 9590 is just an e-peen product or an halo product at best. If you really really like AMD get it, otherwise just get something from the 8xxx series. Before I got my 8350 I argued myself a lot to get an 9xxx series but finally decided against it. Not even because of the power/heat but because it's not just worth it for me.

Your sig rig looks good for it. But since you are running an 1100T I'm starting to doubt it's even a good idea to upgrade right now. It would be more of an sidegrade than upgrade. You could get some (and I do mean some) gains in multi-threaded workloads but nothing major since your 1100T is already running at 4GHz.
Don't take my word on it but I'd keep the 1100T for a year more until Zen comes out and see then what to do. Your current CPU is still very capable and upgrading to Vishera won't give your major gains.
I actually missed that you're running that overclocked so my last post might be a bit confusing.

I am doing animation rendering, so like 500 frames currently around 3 minutes a frame (rendering a lot of glass), i was thinking that 2 more cores might give it a good boost?

I'd suggest you to find some benchmarks for the workload you have and compare the two and then decide if it's worth for you to spend it.
If you decide to get an 8xxx series your setup itself will be good for it, so that won't be a problem, I'm not too familiar with the 8370 but I'm quite confident that you can get some mild overclocks as well with your cooler.

Well you can get a FX-8310 or FX-8320 or FX-8320E. All three you can get between 4.5-4.7ghz.
