Skip Evolved for now and, if you can, do not let Radeon Settings be part of startup programs in Windows. I go to msconfig prior to reboot and uncheck it.
Im running 16.1.1 works fine for now looking at AMD forums Im not the only one with the issue

Hmm it's interesting I have the 16.2.1 no problems at all....its all about improvements more fps on my msi R9 390x

I get artifacts on most games when I don't use voltage ..the highest I can go with no voltage is 1050mhz and power limit +50%
Maybe NY power supply? It's an old super flower 650watt..maybe with a better PSU I can get higher OC?

im currently using corsair HX650w for my msi r9 390,the most stable oc i can get without increasing voltage or power limit is 1120/1650 but beyond that any +10 +100 mv still give me artifacts..it must be my card limit or psu(vrm and other temp is around 75c ~77c).

Dude, you've been asking over, and over, and over, and over, and over again while ignoring most advice given to you. Take a step back and listen to what others have to say before trying things randomly without actually knowing what you're doing.

First off, uninstall Furmark. It's useless and only stresses your card for no reason. Test for stability with games (The harder they are to run, the better. Witcher 3, I've found, is the best for that)

Secondly, undo any overclocking (Just press the reset button in Afterburner or whatever) and disable any overclocking software (don't let them run at boot), then reboot and run The Stilt's VID app and post what it reports as your DPM7 voltage (Or even better, post a screenshot of it). If we don't know that, any offset you apply is useless, really.

Third, install GPU-z and give us your VRM temps and actual VDDC under load. You could also have it record everything (In the bottom of the sensors tab - also have it refresh the sensors every second instead of 2.5s or so that it is by default) and then zip and upload the log here so we can see what's going on. Or, again, even better would be to post screenshots.

I'm willing to bet your card is a low DPM7 one and you just need a bigger offset. But you can't just try random things and expect it to work. Help us help you.

I couldn't go higher than 11230 with my R9 390X ...Cpu should be powerful enough as it's the highest cpu on LGA 1155 ( xeon E3 1290 v2 4.10Ghz )and yah its faster than 3770 plus its overclocked
