I am sure you could get to 4 way SLI if you don't use traditional mounting. I am doing remote GPUs in a diagonal mount. My build is still in process, bu I upgraded from a pair of 980 HOFs to 980 Ti HOFs. I have a mid tower case and I could fit in 3 if I chose. A full tower and I know I could get in 4.

Your OC is pretty good for that voltage.

Thought the Galax cards were supposed to be unlocked? Or they had some program that permitted unlocking the voltage.

At the bottom of this post. There is a bios with unlocked voltage sliders. You'll have to mod it yourself.
