Yes you can, I had them in 3 way sli and had to take the second and third ones off to get them to properly sit on my board.
Edit, I gotta read better, you have to remove the cooler completely to gain access to the back end screws to remove the backplate, it's really easy to do.
Remove the screws on the back of the plate but you may have to screw some of the screws back on if you want to keep the HSF from falling off. Though you may want to be careful that the screws don't touch any components that would cause the card to short. The same screws that hold the back plate on may also hold the HSF on so make sure you put all the screws that hold the HSF back on.

by removing the cooler I'll need to change the thermal paste right ?
if so will ZALMAN ZM-STG2 be good as the original thermal paste ?
and should I apply it as pea sized ? and should I apply it on the cooler or the gpu ?
btw if I found my old thermal paste ARCTIC MX4 should I use it or use ZALMAN ZM-STG2 ?
Thanks, but I believe you misinterpreted my post and your message is confusing as first you say screws on the back plate and now you say on the PCB side which is pretty much the same thing. I was under the assumption that he was going to do a mod or something by removing the plate but instead it's to clean the cat pee. Sometimes you are able to remove the back plate without removing the HSF component but in this case you cannot with the 970 Windforce. In a setup like the Sapphire ATI 5870 you can remove the back plate without needing to remove the screws that hold down the the HSF to the PCB.
But in this case it looks like you'll have to remove the screws holding down the GPU area to get the back plate off.
