If it's one thing I'd be able to say to a person building a rig that would be you never buy a used PSU. I've been using 2nd hand cpus, gpus, ram, hdds and mobos since my first rig which was around the time q3 arena came out. You can buy everything used but never the psu. why this scepticism towards psus ? cause they're the last thing that seems to be malfunctioning. silent killers, and you can't really verify them. it's easy with cpu, gpu, ram or hdd.
not saying yours is to blame here, but I'd have it checked or else I'd always be worried there might be sth wrong with it.

Try unlocking the fps cap in cs see if it helps. You say it happens in lightweight games, maybe that's because your card is constantly switching between idle/3d clocks or something like that. Also if you have crossfire the first thing you should do is disable it in games that don't need it.

Well, in CS:GO I am using RadeonPro for my GPU.With RadeonPro my are not switching and they're staying at 300/1250 while playing.I tried to play without RadeonPro on default clocks and the problem is still there.I do not have FPS cap also. So, what do you guys think, should I send the card back and stay without PC for one-two months? :/

Weeeell.I changed the card. Now I got a Tri-X and the problem is still there.I think the problem is from the CPU...What should I do now to fix it?

CPUs rarely go bad. The problem is not being able to replicate the problem in any other game besides LoL/CS, two games that are probably running over 200FPS without vsync enabled.

Well, I think the last thing to do is check the PSU.How do I check if it is good without taking another one to test the PC with?I want to test it to be sure that the problem is not hardware.
EDIT:God, it happens in Unigine Valley!I just saw it.It happened two times for like two minutes, damn...Looks like the problem is something with the other hardware.Ideas?

Part 2.

I am not so knowledgeable in PSU, but drawing too much current than what it can give might also cause problem. So the rails might indicate good voltage but when under stress it could be a different story. The easy way is to get a new and better PSU and have the peace of mind.
