Intel Xeon X5650 Won't Save Multiplier

I got this new CPU that I want to overclock and I was under the impression the multiplier was unlocked. It's set to 20x right now and I'll change it to 21x or 22x in the BIOS and reboot to find that CPU-Z lists the multipler as 20x. When I go back into the BIOS, low and behold it's still 20x. I'm not sure why it isn't saving.

My memory multipler is 8x, Uncore is 16x and QPI is 36x. The BCLK is default at 133 MHz.

Multi probably locked unless it's ES.

It seems I needed to have Turbo Mode enabled in order to use the 21x/22x multipliers.

When Turbo Boost is enabled, the X5650 actually has the 22 and 23 multipliers available. You get the 22 multi when 3 or 4 cores are active and it can use the 23 multiplier when 1 or 2 cores are active. To achieve the maximum 23 multiplier, you need to have either the C3 or C6 C State enabled in the bios. After all these years, most people are not aware of how the 1st Gen Core i CPUs work.

Try running the RealTemp GT - XS Bench test. This benchmark only loads a single thread of the CPU so if you have your C States enabled and not too much background junk running on your computer, RealTemp should report the full 23 multiplier. CPU-Z sometimes misses the maximum multiplier when the CPU is loaded.

How do you enable the C3 or C6 C state in the BIOS? I'm unsure where to find those settings. Board in sig.
