HID Report Descriptor Logical Min/Max

A question of implementation, how do mice manufacturers overcome the -127 to +127 signed range limit? There seems to be a lot of conflicting graphs for perfect control speed of various mice, for example:

which significantly exceeds the possible PCS afforded by a 125Hz report rate.

well it's actually -128 to +127 unless something purposely caps -128 to -127

you can specify 2bytes/16bits which brings the range to -32768 to +32767

same thing happens at sensor level, where modern sensors store motion data using 16bits per axis (9500,9800,3310,3988,3366) or 12bits (3050,am010/pmw3320)

also the esr data looks too good to be true, as far as variance is concerned.
