When you touch something that has 12v DC on it you cannot feel it ever unless maybe you lick it. 12v is not enough to break skin resistance so you can touch it all you want and it wont harm you. Even 24v DC isnt really enough to break skin resistance, we use it all the time at work and the industry uses it as a whole for sensors and stuff because it is safe to touch. Still, if there are a lot of amps involved (like a 12v rail in a PSU) then better play it safe anyway and not even try to temp fate. You dont start feeling even a little bit of tingling till around 35v, which means either his PSU would have to be killing the hardware by giving out 3x as much voltage, or he has to be talking about the AC side being conductive somewhere. Which the PSU does connect the ground of the input cable to chassis, so that would make sense.

Update i was still scratching my head why the cable of the psu to outlet would be bad when the cable looks almost new so i checked to see if it was the outlet or the apc power unit wich haves 6 outlets well one of the 6 is faulty it doesnt give ground to the center 3rd prong . Time for a new one.
