DX12 does not have native support for anything besides hardware level instructions. That is a very common misconception. What DX12 allows developers to do is code in the support in their games rather than relying on drivers from nVidia and AMD.

This is correct. Multi GPU support in dx12 is not built in and must be coded for by developers.

If you don't believe that, just look at UE4 - no plans to have engine level multi GPU support in dx12.

So for a game to run at max with amazing quality, it appears to be more like the game developer needs to focus more on supporting scalable architectures it in their design, rather than rely on a hardware manufacturer attempt to 'fix' the issue via driver updates after the release of the game?

Mixture of both. DX11 games has more to do with GPU drivers, though sometimes it is the game engine itself. DX12 will be heavily dependent on developers making it right rather than GPU manufacturers.

I've figured it out.

15.7.1 driver introduced some issues with FC4, slight stutter, 15.8 fixed the stutter but disabled Crossfire, 15.9 has working crossfire and no stutter.
