Sudden Onset of Underwhelming Performance & GPU/CPU Utilization

Hello OCN,

Until the other day I hadn't felt the need to check the fps of games I played. It was always comfortably imperceptible, from MGSV to C:S, et al. At that time the computer just didn't want to perform. I started getting hitching and noticeable stutter in games like MGSV and Dirty Bomb; while other such as Cities Skylines and World of Warships saw severe fps declines.

So far I've tried:

  1. Uninstalling/Reboot/Reinstall Games
  2. Driver Wipe [Safe Mode] & Clear CMOS / [Tested current & beta drivers]
  3. Disable ULPS & Powerplay / Force Performance Clocks & OC CPU [Tested Performance w/ & w/o ; OC clocks are tested known stable]
  4. Driver Wipe / Uninstall 290x lightning / Install 6970 Lightning / Install Drivers / Reboot / Test


And for all my effort it still seems to be power stepping... or something. Because it never utilizes all the available resources [image attached below] no matter the game.

EDIT: Even when pushing for 'decent' fps (45-55) in games like Metal Gear Solid V: Phantom Pain and Dirty Bomb (compared to 100+ before) the games will still hitch.

EDIT2: I just managed to get 75-90 FPS in Dirty Bomb -- and guess what? Hitching. Damn Hitching. The game still hitches from frame segment to segment.

What is going on? doh.gif

EDIT3: I can shoot a video if need be. I turned off intel speed step and got more FPS (above my monitors refresh rate) and tested games with v-sync and w/o and games that previously suffered from frame stuttering still got frame stuttering. Even with fps higher than refresh rates.

Try 15.9.1 drivers

And with OC dont use autofan speed Unless there is a proper fan profile

I should have mentioned that in the OP. I have an aggressive fan profile, the side of the case off, and have tried both sets of drivers [beta & current].

I seems to be some power-stepping feature... or something. But I've checked the GPU's settings. I haven't tested the OC with the new drivers. But again, it's performing like a dog compared to just a couple of days ago.

Check the vrm temperature ,is it the gpu oc stable that might be the issue

VRM temps are well under control. Just updated my op (for posterity);

I've tested the GPU/CPU @ OC'd [known stable clocks] & stock clocks.


EDIT: I can shoot a video of the hitching I'm getting in game if it'd help.

check msconfig what apps are using the resources. you might see something or things unusual. could be raptr running in the background or something.

what i meant was . . . what services are running.
