ASRock X99x Killer Cold Boot weird issue?

Hi guys, I just finished my X99 upgrade and all is fine so far. The only thing that has me stumped is that sometimes from a "Cold Start".. I hit the power button... and for half a second everything powers on, then off for another half a second and then the boot cycle continues normally until it hit's windows.

So it's not really a "problem" but it's very annoying and I can't find much assistance online. Any help would be greatly appreciated. It's not my PSU as my PSU is an EVGA 1000W G2 that's been running great for the month or so I've had it.

Board is ASRock X99x Killer. I did some googling.. could it be one of there surge protections that they use? This is my first ASRock board I usually get ASUS.

almost every single X99 motherboard I have tested does this, even most Z170 motherboards do this. It's not a big deal. I guess it's a cycle to help reset a circuit or maybe its a BIOS thing, who knows.

Thats what I figured... thanks for your reply. I was really freaking out but I actually figured out what it is.... With all of the USB stuff plugged in it did that... if I remove my mic, and any other non kb/mouse it boots fine.
