Question about mouse input polling rate

So I'm using Direct Input Mouse Rate to check my polling rate stability of the mice I own. I'm wondering if it's supposed to poll at a lower rate for small movements i.e. for a very minute movement 25hz @39.05ms response time. Or should it be polling all movements no matter what the speed or distance at 1000hz at all times? I just want to make sure that this is how it's supposed to work and that there isn't something wrong with my usb ports or something. Wouldn't it make really small movements in games difficult to be precise with if you had the delay that this program is reading out when making small movements?

this is completely correct slow movement with cursor will have lower polling rate and faster movements will have faster polling rate.
