What would be a good upgrade from a GeForce GTS 250 1gb?

I was eyeballing this one:

I want a graphics card that would be able to run new games *cough* Fallout 4 *cough* at at least a medium setting, that isn't gonna cost anymore than $250. Or do you guys think that would even be possible?

My Specs:

Windows 7 (gonna upgrade to 10 pretty soon)
Intel i7 920 @ 2.67GHz 2.65GHz
12GB RAM
600 watt PS
GeForce GTS 250 1gb

Anything would be a good upgrade, that card is slow and ancient.

AMD now have the best bang for the buck in the GPU section.

There are also a few places you could get an r9 290 for $250 give or take $10.

For brand new card the GTX 960 will be very good for 200$ or less also if you want to save some money look for used GTX 770 / R9 280 will be around 130$
