290X/390X are probably going to start overtaking the 980 soon (and have in a some titles already). That only leaves the 980 Ti and Fury line as better cards, and their value takes a nose dive by comparison.

The 290X is definitely not the best, but it's still got some life in it, at least until the 16nm cards drop.

However, since its just a marked down flagship instead of a part designed to fill that role, you still have the disadvantage of it being a tricky to cool with how dense it is (275w/290w/+ in a area of around 440mm2).

Basically, a 290x now is as if if NVIDIA took the 780 and cut its price to $330 instead of making the 970.

New chips arrive, old chips get marked down. Rinse and repeat for a decade or more.

Personally for me i've decided that there's no reason to just buy another 28nm card when I can just wait it out with my 750 Ti and get a 14nm card with way better perf/watt, perf/$, more features, and perhaps even more power than what we have right now.

You have different needs. I could not game with GTX 750 Ti on a 1440p screen.

Maybe I read the article wrong, but it sounds like they aren't releasing a whole product stack at once, but rather updating it in the coming quarters... so maybe we will see some new low and mid range out in q1 2016?? Then arctic islands in q3-q4?

Depends how long you've been waiting already. Sure, the first gen 14/16nm cards are going to be awesome compared to 28nm, but from experience we know the second gen is going to be an immense performance gain, again.

So, you can wait month after month and play games at minimum telling yourself to wait for the big evolution or just buy a good card and enjoy what they are made for - play your favourite games at maximum, NOW.
