Question : Why can't I flash my stable overclock for my 780 ti (at 1250/7400) and not use OC software?

I would like to not use any OC software and just flash what I know is stable on my card. I edited my bios (like skynets, even used skynets and bumped base clocks to my stable OC) in order to just stay at 1.212v, up to 600w TDP, 1250 core and 7400 memory... but when I run it, the card wont budge over 1071 core and 7000 memory unless I use an OC software to bump it up. Can't I just flash my clocks some how and forget about OC software? I am using the latest nvidia drivers, are the blocking me? Ugh!

Card is Gigabyte windforce 3gd 780 ti. I have adequate power and no bottlenecks. Card cruises along at 1250/7400 with OC software, 1.212 volts. Only Guru handles it right. Unless I use skynet bios , precision and afterburner dont play nice with voltage.
