Looking at second hand, I assume R9 290, 290X or GTX 780 would beat the R9 380 and GTX 960?

Correct, though i believe the newer cards are better optimized for DX12 and 4k resolution.

Looking to buy R9 290 or 290X second hand, what's the max price I should pay for them?

no not really, DX12 isn't fully compatible with any GPUs to date.

GCN 1.0/1.1/1.2 has DX12.0 compatibility, but none of AMD's has DX12.1 compatibility.
all of Maxwell GPUs has DX12.1 compatibility, but they're bad in Asynchronous compute.

Found a MSI R9 290 4GB for $230 (£150), should I go for it?

When will a 960ti be released?

My .02 though. I was in the same boat. Looking for a 285 or 380. The 960 SSC 4GB version went on sale for 159.99 after a $20 rebate and I couldn't refuse. The thing overclocks like a dream and runs 60c max while gaming. I remember my 480 would hit 95c regularly. It's amazing how far these chips have come.

290 at that price is good if brandnew. you can oc the other two to the moon and it won't touch that 290. do not oc, though, with a 550.

It's used for 1 month but I've looked online and it seems MSI cooler fan fails quite often
