don't tell me you're running two 290X's and a FX8 on a CX750. **** outta here. This is suicide for your components. This PSU failed pretty much every test I've seen.
Get a mobo that runs at lest 8x/8x, this is substantially better than 12x/4x. And get a new quality PSU ASAP unless you want your cards to suffer. A new CPU with faster RAM would be better too (2500k/2600k with 2133mhz would do fine)

I was just testing to see if the cards drawing less power would change any of my issues but sadly it didn't

Yes stock voltage and I have EPU power saving enabled on my board to reduce CPU power consumption
