AT&T USB Tethering - why have I not been charged?

I used to have rooted semi-custom ROM on my Samsung Galaxy S5 with USB Tethering available. I do NOT THINK I have a Tethering plan, but I do have a 20GB limited plan. Several times now, I downloaded huge 10-12GB files through some site or even Torrents without getting any letter or being bumped to some Tethering plan. Is that normal? I have done such 10-12GB download tethering several times, but only once per month, every other month.

First I thought that I could do all that because I had this semi-custom rooted ROM, but I am not sure now that it was the case... I wasn't using any VPN method to hide Tethering. Right now I am on a fully locked and official / stock 5.1.1 ROM from Samsung & AT&T.

Is there some encryption software that can mask my USB Tethering???I do NOT have Root nor will I ever be able to on this phone due to fully locked bootloader. If AT&T does catch me Tethering - will they automatically bump my plan or just tell me to stop at first?

I have the latest Hotspot Shield Elite (Premium) and the latest Adguard (Premium) if that is of any help with hiding Tethering...
