I had $40 TR Macho 120 BW - ran 4.9GHz 2500k 1.4v+ 24hrs in p95 custom test, doubt evo 212 can do this without reaching over 90 degrees or thermal throttling.
As far as best coolers go, I own a D15S and my 4790K barely breaks 50 in TW3 with the fan PWM controlled. In FC4 it stays around 45. The CPU is running 4400MHz base clock. In idle the CPU is around 2-4 degrees warmer than my ambient. It's not only about the temps tho, Noctua's installation is just as perfectly thought over as it can ever get. I don't think you can ever screw up installing this cooler, it's just impossible.

here are results from a review on April 2015, and the cooler does not perform as you say. I'm not knocking the cooler as it is a good cooler but your results of 35c at full load don't add up.

If he's running it at stock then yea, 35c at load is reasonable. I've owned a 6300 and 8320. When paired with the 212 evo at stock both of those CPU's run extremely cool. Now I have a 212 evo on my ol'ladys 4690k and it runs much hotter. Closer to 60c.

Evo is good for moderate overclocks but there's no way it competes with high end air.

Also, there are plenty of better options in terms of price/performance.

FX-8350 with stock volts isn't a sweat and certainly not comparable to an i7-970.

One of the best all around coolers is the TRUE Spirit 140 rev. A Very quiet and great cooling .. almost identical to NH-D14, which is about as good as it gets. about $50 / €45

Another great cooler at reasonable price is the Alpenfohn Matterhorn Pure.for about €33.

There are many great coolers. Much depends on prices in your location, motherboard and case clearances, and what you personally like the looks of and how much you want to spend.

"Ways to Better Cooling" link in my sig has index in 1st post. Click on cooler size and clearances. Not all cooler are there I need to update it extensively.

I reckon TPC812 is the best air cooler out there, but not price per performance
6heat pipes +1heat champber which to me is a thicker and biger heat pipes
means 6+1BIg heat pipe VS 6heat pipes ture spirit 140
