I'm not a Noctua fan. My own rig runs a PHTC-14PE with 3K RPM Noctuas(I couldn't find any other 140mm 3K RPM fans). However all the reviews I've seen have the Noctua NH-D15 at the top and it's running the slowest fans of all the coolers that high up. if you go from 2K to 3K you get less of a cooling upgrade than going from 2K to 3K. So I figure that the NH-D15 running 3K RPM would be the best.

PH-TC14PE is a very good cooler. As good as NH-D15.

No the NH-D15 has 1500rpm fans .. that is 200rpm to 300rpm faster than other top coolers have.
PH-TC14PE are 1300rpm
R1 are 1300rpm
Silver Arrow are 1100rpm & 1300rpm.
200rpm to 400rpm faster than other similar coolers means more airflow .. which generally means more cooling ability.

Running 2500-3000rpm fans can improve cooler, but we have to accept extreme noise to do it .. and it is often not effective because unless case airflow i(case fans) have increased airflow to match, the case air flow through the cooler over and over getting hotter each time. This is the reason most reviews of Silver Arrow SB-E & IB-E, SST-HE01 and similar high airflow coolers often score any better than similar coolers with 1300rpm fans. (which is why I preach monitoring cooler intake air temp, not room ambient.)

Honestly, there has been little change in heatpipe air coolers in many years now. The Thermalright TRUE 4x 6mm heatpipe cooler first released in 2006 is still one of the best in it's size range. Same applies to IFX-14 / Cogage Arrow / Silver Arrow, NH-D14, Matterhorn, Megahalems True Ultra .. to name only a few old coolers that are still among the top in their class.

The fans are good, but I prefer Thermalright TY-14x series fans. The TY-147A is 300-1300rpm and Ty-143 is 500-2500rpm. Both are just as quiet and move just as much air as Noctua. They even look almost identical but have a much lower price tag.

Going from the stock fans to the 3K RPM ones for me made it possible to run my FX 6350 at 1.55V without even having to run them at 3000 RPM. At 3000 RPM the heatsink handled 1.6V+. However they are really really freaking loud. I measured with a dB meter and from where I sit I was getting like 72dB. So I run them around 2K. I really want to try the Thermalright 2500RPM fans but I haven't found a place that sells them yet.

You could probably throw a 250W TEC under a PHTC-14PE with 2.5/3K RPM fans and run some low power CPUs pretty damn cold. I hope that we see some 65W unlocked quad cores.
