Reading motherboard block diagram

I'm very confused by my motherboard's block diagram - it mentions pcie clk, while it's not mentioned anywhere else, and I don't have any settings for pcie clock in my bios. I drew the conclusions I've reached on an image below - are those other two sata ports on the pcie clock? Is pcie clock a thing, or is it just referring to the speed the pcie runs with a stock bclk? Because at the top of the diagram it has cpu clock at the stock bclk value.

Yes, the PCIe buss speed is a ratio of the BLK. Most overclocking boards now default to locking it at 100. But there chould be someplace in the BIOS to set it. (I can't show you where because I don't have a motherboard with a UEFI BIOS running right now - but it might be there.)

And, yes, the Marvel controllers also work on the PCIe buss,

Generally, you can speed ip the PCIe buss a little bit before the stuff connected to it starts to go screwy. but, alas, there's almost no performance improvement there.
