In my current work, the used PC's are IBM ThinKCentre A51, NEC stations and such. They run either on P4 or Athlon x2 2000-to-4000+ with RAM varying between 512MB and 2GB DDR2. GPU's are Intel IGP, GF 6150, ATi X500-to-x1900. The best of those need 5 minutes to log in into the OS. Everything is just so DAMN SLOW. Oh, and don't forget HOT, because everything is SLIM or smaller (mATX).
OP, for whatever your friend is using his PC, a rig with old A4 or A6 AMD APU + 4GB 1333 DDR3 RAM can fit in the budget (+some HDD i presume). For OS... well, i am not a person who buys such stuff, but 2nd hand OS are a no-go usually. The Win 7 Home should be going really cheap i believe.
