Epic build results in epic fail

I am looking for help with my third build. The parts list is 5390k, asus x99 sabertooth, crucial ballistix elite 2666, sli titan x, ek preditor 360 AIO, intel 750 AIC, 2x WD red 1tb, Corsair AX860i all going in a black phanteks enthoo luxe. ..when i turn the psu on i get one light in the lower right corner, then i turn on the system power and it makes a noise that sounds kinda like a spring (ping) from the psu.....and nothing happens...no attempt to post. No lights no codes no fans. Nothing !!!!! I have changed out the mobo and the psu... so its neither of them.. i have tried to many combinations of un pluging components and trying to boot to list.. I am out of ideas..i have not tried booting the mobo outside of the case because its quite the headache messing with thermal paste and this huge cooler over and over. Any advice would be helpfull. I am thinking its either a short (used mobo standoffs) or maybe the cpu.

The "ping" sound is likely the protection circuit in the PSU tripping.

You could try this:
Unplug all the PSU connections. then connect something to one of the molex, like a fan (PSUs don't like to run with no load),
Then jumper start the PSU with a paper clip or short wire and see if you hear the "ping". If you do then the PSU is bad. If not, the it's take everything out of the case and set up PSU, mobo, one stick of memory and one video card on a piece of cardboard..

Sounds more like the PSU is broken so take it out of the system and stick a paperclicp in the holes billbartuska showed you.
If it does not start by doing that its dead and you need to return it or RMA it.

I took the mobo out dismornig ... it atleast starts on a box. So i think its a short in the case somewhere tripping. I want to try with the processor..but i dobt really have a cheap cooler i can throw on for a litle
