For Arkham Knight, all I had to do was change the max framerate to 120 in an ini file, disabled the paper debris in GW, and I was good-to-go.

Opposite over here. I was forced to play Arkham Knight, on my current rig, at 30fps. Unity ran flawlessly. Mileage may vary I guess.
Then why do you say that it needs improvements here?

Whether you game on console or PC, shady practices exist on all platform. It's worse on PC because the PC crowd don't care about their basic consumer rights for a refund. It was only after pressure from sensible people that we finally got a refund policy for steam. People were blindly giving away their money without demanding a refund and these companies knew they could get away with it.

I was able to play the game when it was released but it far from stable.
I'm sure the BF4 issues were much worse.

Seriously, it really sucks that this game is in the state that it is, but it isn't worth this even if it were working. Arkham Knight seriously isn't that good. The story was lame and predictable, I really hated the Batmobile as it just felt shoe horned in, and they went light on extra features when compared to Arkham City.
It honestly felt like every other generic sand box open world game that's out. Just move on.

All WB games are like that.
Dying Light ran like poop and was boring.
Mad Max and LOTR are the same game with different textures.

That part is pretty scary to be honest.

As for console. I do not blame some people. Console has a large section of used games too(PC games are almost always locked out since most are digitally distrusted). I know they are changing this to avoid used games on console too.
