New case built, still humming noise, maybe PSU fault ?

Hello everyone! First of all,I want to say, that I'm kinda paranoid about noises,humming,etc... Because of that I started building silent PC. Bought case from be quiet! - Base 800 (really nice one),new ssd for windows and programs and also new gpu - 390 Nitro with idle fans on low and medium loads. When I stop all 3 fans in my case and also 2 fans on my A70 cooler,I still hear some kinda hum noise. It's not really easy to determine from where it's coming, but I think that it's from PSU,OCZ 700w,which is 3,5 years old,if not, than I don't even have the idea where does that hum comes from. From amazon reviews I read that my PSU died in approximately 3-4 years on most people and since I added quiet silent but power hungry GPU and also SSD,maybe it doesn't handle everything too well... So should I change my PSU now ? Thinking something in range of 700-800w,maybe Seasonic, or evga p2 or something from corsair like RM750,I'm not sure and I need all kinds of advices,1 thing which is REALLY important: It must be silent on low an medium loads, any suggestions guys ??

You should get rid of that ModXStream its not very good.
Why you should not buy an OCZ ModXStream Pro

You dont want a Corsair RM either
Why you might not want to buy a Corsair RM PSU

If it just HAVE to be a Corsair get a Corsair RMx instead
Corsair RMi and RMx series explained

Last you dont need 750 watts or anywhere close unless you are going to have 2x video cards.
A 550 watt could power your system with no problems.

Both The Corsair RMx and EVGA SuperNova G2/P2 are fanless up to about 300 watt, so they make zero noise in ilde or power draws below 300 watts.
And again you dont need anywhere near 700 watt if you are not going to have more then one video card.

Yes,but isn't it better to have 100-200w in reserve,if I'll decide to overclock or add something in future ?

PC hardware uses far less power then you think it does even, with overclocks on both CPU GPU RAM a full water setup with rads pumps and fans dont draw much more then 300-350 watts during gaming.
Systems without all that dont draw much more then 200-250 watts under most normal loads.

You can buy a 750 watt PSU if you want but you dont really need to.

You have pretty high end hardware and you tend to keep components awhile, hence your 3-5 year old PSU. I'd get the 750watt for sure. You are better off having the headroom for future upgrades to your hearts desire. If you ever went dual GPU, even 750watt would be cutting it close for some setups.

Get a Corsair RMx or an EVGA SuperNova G2/P2 both are fanless up to a around 300 watts and the max noise the fan will make at a 100% load is 33db.
You are wont find anything out there thats more quiet then that not even the Be Quiet Dark Power Pro P11 is.

If you want zero noise get a fanless PSU only problem there is those dont go higher then 600 watts, on the other hand you do get ZERO noise.
