IPS and VA are both good panels.
VA has better blacks but IPS has better color.
IPS has IPS glow and VA suffers from black crush.

There is some good info here pertaining to monitors that OC:

The specific monitor you linked apparently doesn't use overdrive, avoid.

See TFTCentral review

What is overdrive?

Either way, I just noticed that the one linked has multi inputs and an OSD. Meaning it may not OC at all.

HP ENVY 32 Media Display is your only hope, since it has FreeSync there is a possibility of monitor overclocking. It's new so it hasn't been tested.

Lolwut?
There's sub $300 IPS/PLS displays that are all but guaranteed to go to 90hz while many of them go above that.

Overdrive is a technique used to significantly improve the monitor's response time. Scroll down to the response time measurements in the review and you'll see they are awful.

Without overdrive especially on a VA or IPS panel, any motion will produce a very obvious smearing/trailing.

Overdrive is applying voltage higher than required for a transition to a specific luminance and stabilizing it when the desired luminance has been reached, lowering the response time. If the implementation is not good, the voltage may take longer than predicted to stabilize, making the luminance "overshoot" its target (inverse ghosting).

The ironic part is, overdrive is a great opportunity for a good car analogy, but no one has made one yet.

You should really consider other options than the Qnix QX320QHD. Take the time to read the complete tft central review here, and you will realize than this monitor pixel response is slow, and that it uses the white level to adjust the brightness instead of dimming the backlight as it should. This results in very dark images without contrast when the brightness is lowered. The Xavvio 3200 is a clone of the Qnix.
