The interpretation that Internet is a Public place is due to the "desire" to supervise it.

Internet in its base is a bunch of bits and bytes and the classification if its public or private cant be made on that basis alone, now that the public is more and more aware and the technological entities present on the network have grown to such a state that we now start seeing more and more virtual networks (TOR, Personal VPN solutions etc etc) that allows us to create private/secure network entities the governments are starting to worry that they will lose control and now starts to try to clamp down on any technological advancement in this area that is in opposition to their desires.

So now we are at the crux of the dilemma, governments trying to block technological advancements either for their purposes or for their money backers.
