Try booting with the second bios, there's a switch on the motherboard to change it. Do you have any other x99 mobos or cpus on hand to test?

I know its been said a few times but you never said anything. Have you tried the secondary bios?

Tried secondary bios and replugging everything in a dozen times. Nothing helped. I also tried reseating the CPU several times and also nothing.

Best vote of confidence was from the system fans turning on without the CPU installed.

I see you listed you have 1 stick of ram correct. IF thats the only stick you have to test and its dead. You may not get any futher in finding anything out.

I have 32GB of DDR4

Right now I'm running 16GB, ram has never factored anything in my tests, 4 / 2 or 1

I see it, I am not sure.

Should I return both the mobo and cpu?

Is anyone familiar with the Newegg RMA process? does it take a long time to get something back?
