Core ratio not throttling

I had OCed this CPU (i7 4790k) a while and got it stable at 4.6, around 1.23 voltage. At the time my core clock was throtting when the computer was idling, but I recently checked my setting and it seems to be staying at 4.6 all the time and my voltage settings seemed to get reset somehow.

Anyone know what I need to do to change this?

Figured it out today actually. Had to change Windows power settings to Balanced.

I just set the Minimum CPU power state in High-Performance to 5% and it works great.

Tried that before switching to Balance but it didn't work for w/e reason.
