Most of those look really good in screenshots and terrible in motion.

This.
I've done boatloads of mods to Skyrim and FO.
Most of it doesn't make things better, just different.
Some overhauls are great but no amount of modding will make NV look as good as vanilla Skyrim.

Is it just me or do the tree movements in this game look like total Hell?

Just at 0:39 and 1:04 ... the "breathing tree limbs" look ANNOYINGLY bad.

They do. The limbs aren't terrible but at 0:39 the grass looks like one solid texture (a flat picture of foliage with a transparent background). Farcry 4 was about the same to my eyes.
The only game I can really say has good grass and trees is TW3.
Skyrim has the worst pop-in. At least that seems better.

...what bugs me the most is that I will probably buy it and have it drop $15-20 the week after on some promo...Price for game + season pass is a bit salty atm.

green man gaming has it for 20% off right now for the game and season pass.

Storywise it looks incredible, IMO.

At first I was a little skeptical, but now, I can't wait.

Just got mine, couldn't pass up on $48 instead of $80. I would have payed $60 but $80 is just too much.

I think fallout looks really good as a whole, however if you take one graphical detail at a time it doesn't look technically impressive. And that's probably due to the good art design, in other words fallout graphics blend in together quite nicely.
