Looking for suggestions and/or an explanation

So I had bought two 5850's from a fellow OCN member a while back, and I'm attempting to put them in crossfire.
Same card. Same Model.
http://www.3dmark.com/3dm/9169882?
While running 3d mark I'm getting a consist fluctuation of FPS within a 10FPS range 5-15, and at times it goes way out to like 50 then down to 3. It's not like what you'd typically see in a run where it somewhat has flow and range of FPS, it's all over the place, and you can notice the performance on screen.
I'm wondering what could cause this. The problem is consistent throughout all 3 GPU tests, and not the CPU only one. Can provide a phone captured video if it would really help.

This has occurred on the computer I put these two cards in before this one as well.

e) Did a second run with Reduced Core and Memory Clock
http://www.3dmark.com/3dm/9169948?
Kinda confused here.
On the first of the four tests the GPUs ran at 90+% GPU usage with 1500mb Memory
The second test it used 50-60% GPU usage and 1700mb memory
Ignore the third Test
On the four test the GPUs used 50-60% and then 1800mb memory

I used MSI Afterburner on screen display for these readings, and never noticed the CoreClocks or MemoryClocks before different than the other.
Why would it be saying it's using 1500/1700/1800mb when each card has 1024mb, I thought that AMD cards can't stack their memory... or is that just the duplication?

What system are you using along with these cards ? Based only on utilization numbers, it seems they are under utilized but that could be due to drivers as well. Are you on the latest drivers for those cards ?

latest non-beta drivers
2500k @ 4.6
asrock p67 extreme 4 gen 3
2x2gb 1600mhz ram
Corsair cx750m

Could the lack of ram do it? I do have a 2x4gb set I can put into it

I had this same problem in a Q6600 build, but I figured that was PCI related, but now I'm having the same problem with a newer mono.
Could this be a driver or VRM issue?

I would think that the memory reading is not an issue as some programs just stack the VRAMs but report double the actual usage to offset that error, but your GPU utilization numbers are off. Have yopu tried to re-install the drivers by using softwares like DDU in safe mode and get rid of any leftover files from last installatiosn ?

100% clean install of windows and the drivers.
I'll attempt to use the beta drivers and see if it changes,

Original run with Official
Beta drivers

Definitely a performance increase going to beta, which is weird imho
But FPS is still bouncing within a 5-10 FPS range, but no crazy FPS numbers like 100 or 3, and the screen doesn't have the studdering
