Lol people still dont know about that. Click the question mark, start render test, click no, not to enable fullscreen (You can still read gpu-z that way) Watch that suddenly go to 3.0.
Have you tried 15.11 Beta drivers, I thouight I heard they included some fallout 4 stuff in them. I might be wrong though.

oh just noticed x1 @ 1.1.. What slot is the card installed into. Wouldnt it have to be like on a riser to say x1 too. If its in the upper slot next to the cpu, you may need to reseat the card. It may not be in all the way .

Mine is always, and I mean ALWAYS at x8 - 2.0 (max for my setup), so that's why it was strange to me.
OP, for completeness sake, click on the blue "?" and press "Start render test". It should jump to the correct level. Should.

try this,the low fps would be related to a problem with either temps,bandwidth,storage or ram

The 390 is an oced 290 so you would need to oc the card to match a 390. Butamd cards will do the job fine PCGH is a biased source.thats it
