You chose about the worst place possible to test, and it most certainly is noticeable in this picture comparison, just not with a passing glance. Admittedly, I turned down AF as well, because most of the world is tessellated anyway, there is not much opportunity for a texture to run long and go flat

If you would have actually read about the tests done by BradleyW, you would understand that this is not the case. More cores doesnt give you any benefit whatsoever in this game specifically. And guess what are the biggest differences between old and newer CPUs? The amount of cores and threads, as well as the cache but that is a minor and non influential aspect. If I were to buy a better CPU, its additional amount of cores would not benefit me at all and wouldn't improve my performance with Rise. It would be in Intel's interest for the game to utilize the CPU and its cores more efficiently, forcing some people to upgrade if they wanted better performance.

In other words, an older CPU with less cores and a higher overclock would perform better in the game than my 4930K.

How could this be the case?

What you are stating implies that all games companies are capable of making perfectly optimised games, but don't so that other supporting industries such as those stated can benefit from the end user upgrading their system in order to play at good framerates and image quality.
If this were the case, what happened to games such as tomb raider 2013? Shadow of Mordor? Mad Max, Crysis 3, Metal Gear Solid V, GTA V? All of these recent games were backed by either AMD or NVIDIA, and efficiently utilise PC hardware allowing for performance scaling across both high and low end machines. Not to mention the inherent ability to lower graphical settings in all of these games and many others, including Rise of the Tomb Raider, requiring multiple meshes and textures for individual assets.

If they really are trying to force people to upgrade with each AAA release, they aren't doing a very good job. They should be forcing the highest image quality settings; not bothering to make lower settings available as it cuts into game development time and financial turnover; ensuring that no game is too well optimised so as to serve as a contrasting statistic to an otherwise controlled industry standard, and making old hardware incompatible from the ground up so as to force fans of the games or those willing to play to buy new systems.

There's a reason this isn't the case, and it is the PC gaming community. An extreme example of this is Batman: Arkham Knight. Would that have been an example of the game developers taking their imperative of ensuring the game is not well optimised a little too far? Where is the defined limit to a poorly optimised game, would it be before or after it is taken down from steam due to bad consumer ratings? Would this be something that the companies in question would specify to the games company beforehand? It appears they forgot to do this with Warner Bros. I wonder how much NVIDIA paid for their poster-game to be so globally hated and rejected by the PC community.

Apologies for going OT - Rise of the Tomb Raider is a great game, loving the gameplay, visuals and performance. Great second instalment to an awesome reboot.

Is there any advantage to 'Exclusive Fullscreen?' Also, I just got to the Geothermal Valley and the shadows have started flickering since yesterday (after the update).

Any idea how to fix the flickering shadows?

Not sure how SLI works but with CFX you technically need it. Also in general games run better Full Screen. Exclusive Full Screen is the way to go.

exclusive fullscreen take WDM out of the equation, and allows for better performance. SLI will still work in borderless, but the penalty for asking windows to be a middle man is big. The only real advantage to borderless is the quick ALT-TAB, and possibly odd monitor set up scaling.

Edit to add: If Nvidia was paying 2K to give poop performance to push us to upgrade, dont you think the benchmarks would look a bit different? Not even the highest tier card gets anywhere near 60.

Is there any advantage to 'Exclusive Fullscreen?' Also, I just got to the Geothermal Valley and the shadows have started flickering since yesterday (after the update).

Any idea how to fix the flickering shadows?

Exclusive full screen can give you a performance boost but at the cost of making alt tabbing a pain to do.
