Can't record graphics-intensive games at 60FPS no matter what

Thread Starter 
Setup:
- 2600K @ 4GHz
- 7950 @ 1150 core / 1600 memory
- Seagate 600 Pro SSD (recording drive)
- 30 down / 6 up (Crapcast)
- Test game: Rocket League (solid 65FPS at all times without recording software active)

Software tested:
- FRAPS @ 1080p60: only getting 30-50FPS.
- AMD Gaming Evolved: couldn't get this to work no matter what.
- Dxtory @ various 1080p60 settings: only getting 30-50FPS.
- OBS @ various 1080p60 settings: LOOOOOL...nothing but high CPU encoding usage messages, even when streaming with QuickSync's fastest encoding options.
- Bandicam @ various 1080p60 settings: in-game would say and appear to be 60FPS, but recordings were in the 30-50FPS range.
- MSI Afterburner: couldn't get this to work no matter what.
- XSplit: didn't try; pretty positive this won't work any better than the others.
- Plays.tv @ various 1080p60 settings: similar results to everything else.

I'd say that I extensively tested each of the above to try and get them to hit 60FPS at 1920x1080, but nothing gets there. Surely I can record 1080p60FPS content without getting a 6700K @ 5GHz and 980 Ti's in SLI?

Just tried it out. All the settings were at their default values, except I chose MP4 (AMD APP). Silky smooth recordings! Just wish it was a tad cheaper. Not even sure how often I would want to record 60FPS games.

Sounds like hardware encoding on your 7950 isn't working, for whatever reason.

What options did MSI afterburner give you? I have an AMD encoding option under settings.

What options do you get when you select "external plugin"?

Not sure about the in-game overlays not showing up. Maybe it's not enabled, or maybe another overlay (Steam, Origin etc) is interfering.

I have the option for QS and AMD:


I manually set a bind to toggle the on-screen display, but nothing happens in any of my games.

MSI Afterburner and AMD Gaming Evolved were the only programs that I tested that had overlay issues. Everything else worked perfectly.
