I7 2600k 100 C???

I had a friend build a PC for me recently. I have a Asus P8z68-v Mobo running an I7 2600k. My Plan with this build was to be able to play games at 4k resolution. My graphics card is a 980ti Strix. I had planned to put a second 980ti strix in it later down the road when I can afford my 4k tv.

So here's my problem. When I first got the PC from my friend the first thing I did was download a hardware monitor to monitor my cpu/gpu temps . I noticed the Cpu was running blazing hot!(95C during stress test) I was only running the intel stock cooler so I immediately took off the overclock he had on it. The CPU was still running hot so I went out and bought a corshair h60 water cooler. It was fairly easy to install but I had to install the rad upside down because of my wifi card(I read online it shouldn't matter which way the rad is in the closed system) Now that I had the water cooler I assumed I could overclock the crap out of it. It still seemed to run kinda warm... I just tried to overclock it now.. and it still seems to run hot. I have the window behind the computer open letting the rad suck in -20C weather but it is still running hot. I over clocked it to 42x ratio... and within 30 seconds of stress testing in intel xtu the cpu hit 95 C.

The reason I want to over clock is I feel i'm not getting the performance I should be from my system... I just downloaded crysis 3 and I'm playing in 1080p at all ultra with anti aliasing off and i'm getting frae drops to 50fps whenever I go outside in the game. If I'm seeing frame drops now them I'm clearly never going to be able to play it in 4k... I do plan to buy a second card but I assumed I could play games in 4k with the 1 card before adding the second. Is it possible that my CPU is garbage? Every game is defiantly playable but they all have huge frame drops in 1080p... I thought that was the point of this GPU. I know the processor is pretty old but from what I`ve read online its still an amazing CPU and shouldn`t bottleneck the 980ti that bad.

Is there anything I can do to test the pump or any information I can provide you guys with to help you guys help me.

When I do 42x it also increases the V is it possibly the voltage making it over heat? Maybe I should overclock it from the bios to 4.2 ghz and keep the V at 1.3. Please let me know what you think. Thank you.

Software Overclocking=Having a really bad time...

Always overclock through the bios. I know that if I let my RIV BE auto overclock it dumps 1.4v to get 4.2 giggles. I can manually oc to 4.3 giggles by going into the bios and setting the multi and letting it boot without touching any voltage settings. YMMV tho...
