I sat in front of 32" 4k just yesterday, it felt fine, i actually would go 40" 4k just so i can have 110 pixel density and not worry about scaling on top of getting a ton of working space. 28" is just too small for any sort of productivity, sure the pixel density will be great and you really wont need AA aside from maybe 2x, but a monitor that size defeats the major benefits of 4k.
I'm only on 27" 1440p and i dont use AA, i didnt use AA at 24" 1080p when i couldn't hit 144fps constantly. Yes i see those jaggies sometimes but they're not really bothersome to me. In short 4k deserves a larger screen unless you really cant accommodate for a size larger than 27-28" then just get a 144hz 1440p monitor instead imo.
