League of Legends - Slight FPS drop, bottleneck?

So this isn't a super huge problem for me, but I was curious as to finding what could possibly be the bottleneck here as it's been about 2 years since I built this computer and was thinking of upgrading here and there. I know league of legends isn't the most intense game as far as graphics go, but it's the game I play the most these days so would like to figure this out.

I run the game with fps locked at 144fps on a 144hz monitor (unlocking the fps made for an odd viewing experience with fps going over 144fps) with most settings at medium, and I also stream using OBS at 1080p 30fps. Now the issue is, roughly 15-20min into the game my fps starts dropping slightly which becomes pretty noticeable as I'm now used to viewing everything at 144fps on 144hz. One thing I did discover is having any sort of video application (OBS, youtube, MPC) running on my second monitor (standard 60hz monitor) disrupted my fps during any game on my main monitor, which I solved by running OBS in the background on the BenQ, and not having any sort of video application running on the second monitor.

I know streaming is CPU intensive and can affect in game fps, but my question is where should I look to upgrade to constantly have 144fps no matter what? See below for my current setup.

Intel Core i7-4770K Haswell Quad-Core 3.5 GHz - overclocked at 4.3 GHz
ASUS Mini ITX Maximus VI Impact MOBO
Crucial Ballistix Sport Very Low Profile 16GB Kit DDR3-1600 (2x8GB)

Try VCE on OBS

VCE took all of the stress off of the CPU, but I still run into the same issue further into a game as more effects and stuff shows up later in the game. Which I'm not sure if moving encoding to my GPU is necessarily helping the issue. Thanks for the info though it is a pretty cool option for streaming that I didn't know about before.

Does this still happen when not recording? can you try with a single monitor.

I would monitor your gpu usage and see if it is maxed when the frame rates drop or not.

Some times with MMO and other games that have LOTS of things happening will cause a cpu bottleneck. I do not recommend upgrading over it, because If it is that I do not think even a new cpu would be fast enough to be worth the cost/performance(it may not even be able to remove the issue.).

You could try running 120hz instead as well since it devices evenly into 30 so your stream may be nicer taking every 4th frame instead of 4.8.

what settings do you use use in OBS?

These are the settings I was running last night, with VCE encoder settings on default. I did try the recommended settings I found on OBS' forum where I downloaded the standalone OBS with VCE, but not setting custom parameters for VCE showed much better results.

I don't tend to see FPS drops when not streaming, I could try with a single monitor, but if that solves the issue it's a pretty big downside as the second monitor is somewhat essential when streaming. I'll take a look at what's going on with the GPU usage and try a few different settings tonight, thanks.
