The monetary investment in a CLC vs custom loop is a night and day difference (all the parts in my loop add up to a little over $1100, yes I'm definitely on the overkill side but you get the idea), not to mention the extra time and effort you have to spend on researching and maintaining your loop. I'm gonna go out on a limb and say those looking into a custom loop more likely than not either don't care about CLCs, or want something that performs/looks better.
While you can, in theory, spend a lot on water cooling it is not mandatory. Pretty reasonable loop can be had for as little as about 200 EUR. For example:
for about 186 EUR. 360mm rad, 10/13mm tubing, etc. Throw in an Alphacool GPX block (or a full cover if available) and you have GPU also covered for about 300 EUR total.
At the bottom end the gap in price between CLC and a cheaper end custom loop starter kit is not very huge. In the ballpark of 30 .. 50 % in price or about 60 .. 70 EUR.
Now if one stretched the budget already as far as this kit goes then ofc CLC is not in the same league. So the question at this price point is already if its a better value than getting similarly priced custom loop or not. For 500$ I am not sure about it and suspect that if one does his homework somewhat better performance can be achieved from that kind of budget. Like, for example, starting with something better than a single 360mm slim radiator
Or if the goal is bling bling then 500$ should be able to bring in somewhat more of that at similar performance as well.
