There is a little 2 position switch ont he edge of the card near the display outputs. I didnt see if you ever tried that yet.

Edit: youll also need to reboot afterwards for the second bios to actually load.

GPU initialisation issue.

Troubleshoot each piece of hardware separately.

Remove:

Mouse
Keyboard
Drives
Headset
Speakers
1 Slot of RAM

Now:

Clear CMOS
Remove GPU
Use Integrated GPU

Now do process of elimination and you'll hit your culprit.

IF it is 100% your R290, and that is all it is doing. I wouldn't worry. But if there is significant coil whine on startup/strange fan speeds etc... Create a fan profile for it and consider maybe a PSU issue also. Not providing instant power deliver to your GPU. (Try different cables)

BIOS Settings:

USB power settings
Legacy Support
RAM timings

Etc...

Will only take about 30 minutes, and you'll know 100% what your next step is.
