I think his businesses will fail, they dont work in a business sense look at tesla?? You say human advancement but looks more like 'The Glass Bead Game' to me.

One more thing to consider, Keller likely signed a non-compete, disclosure agreement with Apple. This means he's he's going to have a tough time developing an ARM architecture. Plus I am pretty sure Tesla doesn't have an arm architecture licence.

I doubt that he's going to have much issue working within the constraints of that.

He already designed the K12 architecture for AMD.

The dude designs architectures from the start, his constraint is going to be money, imagination, and the best manufacturing processes in the World. Not a contract.

I think it's more likely he'll be designing a custom vision ASIC than CPU cores, sure there will probably be an arm core included in there somewhere, but I don't see why they'd need an architecture license over one of the off the shelf cores.
