Core or Memory OC too high?

Im trying to nail down what the current problem with my OC is. Problem is, it seems stable but getting very strange artifacts. I thought artifacts with a specific shape were memory related but now not so sure.

I recorded a video and grabbed a shot. This happens in Arkham Knight, Witcher 3 and just about every other game. It looks slightly different in Witcher 3 though.

What clocks are you running and what happens if you set one to stock but not the other?

My vapor-x memory came pre-clocked at 5500. Normally its 5000 for 290x's no? I dialed it down to 5400 and i still got those artifacts.
