I don't know, all the recent drivers from Nvidia have been though GE. Actually I think it is the other way around, there was a lot of controversy when Nvidia announced they would only have all these "Game Ready" drivers through GE while the website would have fewer (hopefully better tested) driver releases.

There is a guide here to downgrade fallout to the previous patch. That fixed my cf and i have 85-90% scaling. If you cant wait until the hotfix check here:
